The two markets aren't the same story, though, and this page treats them separately rather than blending them into one generic "West Coast" pitch. Washington has no state income tax at all — moving here actually means paying more in state and local income tax, not less. California is the opposite: the highest top income tax rate in the country, so the tax case for a California buyer is one of the strongest on this entire site. Housing cost tells a similar story in different degrees — both markets are meaningfully more expensive than here, but San Francisco's gap is in a different league than Seattle's.

Getting Back to Seattle or the Bay Area When You Need To
There's no rail option here the way there is for New York, DC, or even Boston — this is a full-relocation distance by any ground transportation. Philadelphia International Airport (PHL) is a major domestic and international hub with regular direct flights to both Seattle and San Francisco, which is realistically how you'd get back for holidays, family, or the occasional work trip. I-95 and the interstate network connect the region by car for those who want that option, but at cross-country distance it's a multi-day drive, not a practical regular trip.
How Does Pennsylvania Income Tax Compare to Washington State?
This is the one comparison on this site that runs backward from every other origin page: Washington has no state income tax at all. Moving here means going from 0% to Pennsylvania's flat 3.07% state rate plus a mandatory local Earned Income Tax of roughly 1%–1.5% in Montgomery, Chester, and Delaware counties — a combined total near 4%–4.5%. For most buyers, that's a real increase in income tax, not a savings. One nuance worth knowing: Washington passed a new law taking effect January 1, 2028 imposing a 9.9% tax on income above $1 million — relevant only to very high earners, and even then it doesn't change the comparison for most buyers moving today.
How Does Pennsylvania Income Tax Compare to California?
California is the opposite story, and the strongest tax case on this site. California's top marginal rate is 13.3% — the highest in the country — and it taxes capital gains as ordinary income with no preferential rate. Pennsylvania's combined state and local rate of roughly 4%–4.5% is a dramatic reduction at almost any income level, and particularly for buyers with meaningful equity compensation or capital gains, where California offers no relief at all.
What About Property Taxes?
Washington
Effective rate around 0.75%–0.93% — actually somewhat lower than Montgomery County's 1.25%, so this is one place PA doesn't have the edge for a WA buyer.
California
Effective rate around 0.74%–0.76%, also lower than ours nominally — though Prop 13 caps annual increases at 2% after your home is reassessed to market value at purchase, a protection many CA buyers already know well.

Montgomery County's effective rate runs around 1.25% — nominally higher than both WA and CA, though applied to meaningfully lower home values in most cases.
Worth knowing regardless: Montgomery, Chester, and Delaware counties don't automatically reset your assessed value to the purchase price at sale, and don't run an annual reassessment cycle. But school districts here do routinely file "spot reassessment" appeals on recently sold homes when the sale price significantly exceeds the assessed value, which can raise the tax bill starting the following year — worth budgeting for, similar in spirit to how Prop 13 works but not the same mechanism.
What Is the Realty Transfer Tax, and Who Pays It?
A closing cost worth knowing about upfront: Pennsylvania's Realty Transfer Tax runs around 2% of the sale price in most of our suburban counties, and it's traditionally split 50/50 between buyer and seller unless negotiated otherwise. On a $500,000 home, that's roughly $5,000 typically split $2,500 each.
